Corporate Social Responsibility

1. 3CEMS Group CSR Commitment

We always fulfill the philosophy of service, innovation, quality, professional, sustainable and endeavor to be the top class EMS enterprise with morality and obligation.
We trust only taking full responsibilities for all interested parties(including shareholders, customers, suppliers, employees, country, environment and resource, community and society) can boost long term growth and profit.
Along with fulfilling the growth and profit, we also commit to boost CSER continuously to give reward to the society.
In addition to all mentioned above, BU1 (Broad/Broadteam), as a member of 3CEMS group, set up targets as follows - having a coverage of enterprise management, ESH, procuring policy, labor and morality and social service. All the detailed items are shown as below.


2. Enterprise Management:


For realizing sustainable development and improving corporate values, we always maintain the operation flexibility, and in the meanwhile, boost the management transparency.
All these efforts are based on valid managing functions of corporate governance, management policy, clear definition and surveillance enhancement meanwhile, make sure gratifying expectations from customers, shareholders and other interested parties. We commit:
1. Make sure corporate finance transparency complying with information disclosure principles of standardization, integrity, timeliness, justification and transparency.
2. Carry out comprehensive communicating regime with interested partied via legal platforms and methods, including employees, shareholders, suppliers, unions, communities and governments.
3. In accordance with the laws and policies prescribed by the government.
4. Publish the corporate CSER performance on an open and termly manner.
2.1 Management Policies

2.1.1 Environmental Policy:
Implement corporate operation philosophy, fulfill the environmental management and improvement, follow the 4 main:
1. Business activities complying with relevant environmental protection laws and regulations.
2. Carry out resource saving and waste reduction continuously.
3. Implement environmental management system effectively.
4. Work together with sub-contractors to accomplish the environment protection.
2.1.2 ESH Policies:
Implement corporate operation philosophy:
1. Business activities complying with ESH laws and regulations.
2. Continuously carry out ESH awareness training, security pitfalls elimination and emergency handling plans and rehearsals.
3. Managing sources of danger and implementing ESH system effectively aiming at continuous improvement and control injuries by dangers.
4. Work with sub-contractors to accomplish the target of ESH.
2.1.3 Labor Management Policies:
1. Respect human rights, following the policy of ¨people first〃.
2. Follow and comply with labor laws and regulations and other relevant requirements issued by country.
3. Value customer satisfaction and the interests of staff and shareholders, fulfill social responsibilities.
4. Follow fair-and-just trade, as the highest standard of commercial morality.
5. Participate actively in community activities, continuously improve and build up a harmonious labor relationship.


3. ESH:


3.1 Environment
Corporate commits to be dedicated into design and manufacture earth and ecology protecting products, and impart the importance of environmental protection.
To reduce the harm to environment, corporate makes tight controls for water and air pollution, hazardous waste, resources utilization and noises via environmental management system.
Additionally, corporate commits to set up, maintain and continuously improve environmental management system, make clear SOPs for each control item and monitor the relative progress.
3.2 Health and Safety
Corporate always highly realizes safe and healthy working environment can raise the quality of product and service, boost stability of production and staff morale.
And know it clearly that making continuous investment and training to staff is the key point to solve problems relating to health and safety of working environment.
Accordingly, corporate commits to set up and maintain an ESH system to define SOPs for ESH management, monitor the performance of this system and do continuous improvement.
Additionally, all activities sponsored by corporate comply with relevant applicable laws and regulations and other requirements.
Corporate will commit to reduce injuries and diseases through items below:
3.3 Occupation Safety
Use appropriate means such as correct design, engineering technology and management control, maintenance, safeguard procedure (including locking/hanging signs) to control potential risks in the workplace (for example, electric power or other energy sources, fire,vehicle and dangers of fall), also continuous safety awareness training should be done,if certain sources of danger cannot be controlled well by all means of mentioned above. Corporate should provide staff with personal protective equipment, and should not punish
employees for not following the safety regulations. 
3.4 Emergency Management
Confirm and assess emergent situation and cases, minimize their impacts by the emergency management, including quick response, staff notification and evacuation, training and rehearsal, essential fire alarm and extinguishing devices, sufficient evacuation facilities and recover plan.
3.5 Occupational Injuries and Diseases
Should make appropriate procedures and system to precaution, managing, tracking and reporting occupational injuries and diseases, including:
(A) Encourage the employees to report.
(B) Categorize and record cases of injuries and diseases.
(C) Provide necessary treatments.
(D) Investigation and do corrective actions to eliminate root causes. 
(E) Assist staff to go back to work.
3.6 Industrial Health
Identify, assess and control the situation of staff under the exposure of chemicals, biological and physical substances, should provide staff with personal protective equipment once when risks cannot be controlled effectively by the means of engineering technology and managing finesse.
3.7 Machinery Safeguarding
Provide physical safeguarding devices, interlocking devices and protective barrier to machinery operated by staff, and maintain machinery properly.


4. Procuring Policies

Specification for material procurement in non conflict areas.
 
As an enterprise engage in PCB manufacturing, we devote ourselves to make sure all the materials used in production such as gold, tantalum, tungsten, tin, cobalt comply with Policy of Conflict-free Materials.
We require all our suppliers should investigate the origin for all materials, making sure they aren't from anarchical warlord or illegal group, not exploited from DRC conflict area or got in illegal smuggling.
The following countries are discrepant against Policy of Conflict-free Materials: DRC, Rwanda, Uganda, Burundi, Tanzania, Kenya.
We have finished the scrutiny for raw material supply chain already; we will also tighten the internal management of raw material and regard it as a long-term baseline, quarantine conflict metallic minerals to prevent flowing into production, uphold customer rights and interests and follow EICC regulations, regarding fulfill social responsibility as a keynote.

5. Social Service and Participation:

Provide virtual and sustainable profit and rewards to the area we locate in, and commit:
1. Supply job opportunities for local residents to serve society.
2. Make contribution to local society and economic development.
3. Maintain and improve local environmental conditions.
4. Encourage staff to take part in community and public affairs.

6. Labor and Morality:

6.1 Labor
We commit to follow the applicable laws and international standards for labor and staff recruitment, including laws relating to freedom of association, privacy, prohibit slaving labors and child labor, and any other laws about discrimination in recruitment.
6.1.1 Freedom of choosing occupation:

We never use any type of slaving labors, all the work is voluntary, staff has the freedom of resignation right under the condition of having reasonable notification.
6.1.2 Do not employ child labor and protect underage labor:

Child labor employment is strictly prohibited.
The child labor is related to under 15-year old (or 14-year old if permitted by local laws) or older, belongs to the lowest age can employ or the age at which should have finished compulsory education; legal education plan is not included.
However, employees whose age under 18 are not allowed to engage in dangerous work and night shift or overtime which might conflicts their demands for further education.
6.1.3 Work Time:

60 hours working time in total include overtime is the top limit for employees in a week except emergency or under anomalous situation.
Working overtime should be voluntary, also need effective management for the overtime work base on local laws.
At least 1 day leave for employees should be carried out in a week.
6.1.4 Wage and Welfare:

The wage payment should comply with relevant laws, including minimum wage, overtime and mandatory welfare.
Overtime fee must be higher than normal working fee by hour base on local laws, disciplinary sanction by the way of wage deduction is not allowed.
Should have wage notice or other equivalent file to inform staffs of payment.
6.1.5 Human Treatment:

We commit we shall not treat staffs in cruel and inhuman way, including any type of molesting, sexual abuse, body punishment, threatening, exploiting, spiritual and physical oppression or verbal insults.
6.1.6 No Discrimination:

We commit staffs will not receive any molesting and illegal discrimination.
Corporate cannot discriminate staffs with any of below condition in daily work Race, skin color, age, gender, sexual inclination, disability, pregnancy, religious belief, political clique, association,marital status, protected veteran or protected genetic information.
Additionally, shouldn't force or approve staffs to receive any medical examination with discrimination, corporate fully respect staffs religious belief, administration department must make reasonable arrangement for religious activities base on religious rules for staffs regarding to reasonable religious activities requests raised by staffs.
6.1.7 Freedom of Association:

We should respect staffs rights, including legal association, participate or not participate in labor union, seek for representative qualification, participate in labor committee.
Staffs can have a public communication with management pertaining to working condition without any concern about retaliation, threat and harassment.
6.2 Commercial Morality

For fulfilling social responsibility and gain success in market, we commit we follow the highest standard of morality, including:
6.2.1 Integrity:

All activities for business follow the highest standard of integrity.
Any type of corruption, extortion and embezzlement is strictly prohibited, any violation will incur termination of labor relationship or report to judicial office.
6.2.2 No Dishonest Benefits:

Should not commit, provide, award, give or receive bribery or any other type of dishonest benefits.
6.2.3 Information Public:

Expose information about labor, health and safety, environment, business activities, organization structure, financial status, and performance according to applicable laws and regulations and main industrial precedents.
6.2.4 Intellectual Property Protection:

Respect and protect intellectual property, assignment of intellectual should be based on relevant laws.
6.2.5 Fair Transaction, Publicity and Competition:

Should work out standards for fair transaction, publicity and competition, and should have measures to protect customers information.
6.2.6 ID confidentiality and retaliation-free policy:

Should make procedure to protect informers including suppliers or staffs to make sure their information is confidential, unless itˇs not allowed by laws; participators should work out a reliable way to reassure staffs about retaliation when they raise their concerns.
6.2.7 Privacy:

We commit to protect the privacy of anyone who is related to business, including supplier, customer, consumer and staff, follow laws and regulations when we collect, store, handle, transmit and share personal information;
6.3 Managing System

Adopt or establish a managing system, this system should be designed to make sure.
(A)In accordance with enterprise operation, laws and regulations related to products and customers requirements.
(B)Comply with EICC standard and social responsibility rules.
(C)Identify and minify operation risks related to relevant laws and regulations, additionally, managing system should boost continuous improvement.
6.3.1 Corporate Commitment:

Corporate CSER policy statement will be confirmed and sighed by high level management, also Have commitment for continuous improvement.
6.3.2 Management Responsibilities:

Clearly designate management representative in charge of making sure implementation of managing system and checking the progress.
6.3.3 Law and Customers Requirements:

Identify, monitor and understand applicable laws and regulations and customers requirements.
6.3.4 Risk Assessment and Management:

Work out a suite of procedure to identify practical risks related to enterprise operation, including environment, health, safety and labor morality. Determine levels for risks, carry out proper procedure and actual control, making sure normalization and all the risks identified can get well control.
6.3.5 Append Implement Plan and Set Up Performance Target:

Make performance targets, goals and implement plan, including periodic performance assessment for achieving those targets.
6.3.6 Training:

Make training plan for management and staffs, in order to implement corporate policies, procedures and target improvement.
6.3.7 Communication:

Work out a procedure, imparting corporate policies, practice, targets, and performance to staffs, suppliers and customers clearly and accurately.
6.3.8 Staffs Response and Participation:

Work out plans to assess staffs understanding for CSER, and take back the feedbacks for practices and status covered by CSER.
6.3.9 Audit and Assessment:

Periodic self-assessment to make sure goes along with requirements by laws and regulations and rules in CSER and rules stipulated in contracts endorsed with customers.
6.3.10 Corrective Actions:

Work out procedures in order to remedy all shortcomings emerged in internal or external assessment, check, investigation and audit.
6.3.11 Documents and Records:

Set up and retain documents and records to make sure complying with the laws and regulations and corporate requirements - meanwhile, should keep confidential properly.

OHSAS 18001 Occupation Health Safety Management System: Certified in January 2014, and boost this system running continuously and effectively.
8.2 Labor and Morality

Corporate set up EICC management system in May 2011 offically, and implement labor and morality management strictly according to the system.
