Notification of the people's Government of Guangdong Province on the resumption of work of enterprises and the opening time of schools
To: People's governments of cities at or above the local level, people's governments of counties (cities, districts), departments and organizations directly under the provincial government:
In order to strengthen the prevention and control of pneumonia caused by new coronavirus, effectively reduce the number of people gathered, block the spread of the epidemic, and better ensure the safety of people's lives and health, in accordance with the prevention and control work plan of the Party Central Committee and the State Council, in accordance with the emergency response law of the people's Republic of China, the law of the people's Republic of China on the prevention and control of infectious diseases and the public health emergencies in Guangdong Province.
The relevant provisions of the level-1 response mechanism are as follows:
1. The time for enterprises to return to work and school opening in our province is no earlier than 24:00 on February 9, which is necessary for urban and rural operation (water supply, power supply, oil and gas, communication, public transportation, environmental protection, municipal sanitation and other industries), epidemic prevention and control (production of medical devices, drugs, protective articles, etc.) Except for industries such as transportation and sales), necessary for people's life (supermarket, food production, logistics and distribution) and other enterprises related to important national economy and people's livelihood, supply of Hong Kong to Macao and urgent need to return to work under special circumstances. The employer shall protect the legitimate rights and interests of its employees in accordance with the law.
2. Primary and secondary schools and kindergartens in the administrative region will not open before February 17, and colleges, secondary vocational schools and technical colleges will not open before February 24. The education departments, human resources and social security departments, colleges and universities, secondary vocational schools and technical colleges at or above the local level shall determine the specific starting time after scientific research and judgment according to the epidemic situation and prevention and control situation.
3. For the personnel returning to Guangdong before 24:00 on February 9, all localities, relevant departments and employing units shall strengthen quarantine inspection and health protection, and their units shall report relevant information in a timely manner; for the personnel from or who have been to the key areas of the epidemic situation, they shall strictly follow the health monitoring management plan for the personnel coming to Guangdong in accordance with the plan on printing and distributing the new type of coronavirus infected pneumonia epidemic situation (Note The notice of the Second Edition (ywmd [2020] No. 11) implements the prevention and control measures.
4. All kinds of enterprises, schools and employers should implement the main responsibility of prevention and control, strengthen the health monitoring of employees and teachers and students, improve the corresponding facilities and equipment, provide sanitary supplies and isolation observation places, carry out environmental sanitation treatment and disinfection of key places, and implement various prevention and control and service guarantee measures.
5. People's governments at or above the local level shall, in accordance with the local actual situation, formulate practical and feasible prevention and control measures and plans for the epidemic situation of pneumonia caused by new coronavirus, and assign their work and responsibilities to specific responsible units and persons.
